Tuning Advice? Where do I start?

Need some advice. I just put a 383 in an 88 camaro. Should
have 400hp potential. Professionally built long block, Super Ram, 1 3/4" headers, 6qt oil pan,
heated O2 sensor, 30lb injectors, F.P. set at 45 lbs, fastchips prom in the 1988 ECM.

The engine starts and idles well. It runs a little rough but is
very driveable. Feels a little low on torque but I have not
realy pushed it yet, new motor

Here's the problems
- oil temp hits 240, while water temp stays around 170 this really concerns me. I have an oil cooler and both fans running.
- I've been told that retarded timing can cause high cylinder head temperatures. I tried advancing timing in small increments from 6 up to 10 degrees with no change in temperature or the way the engine runs at part throttle.
- Once oil temp exceeds 210 car runs a little rougher and sometimes stumbles a tad when depressing throttle.
- I'm not gettng any trouble codes.

I am at a point where I need to take it to a tuner, but there are none in my area, or get smarter myself.

What is a recommended for a scan tool for the 88 ECM?
Would it help me?
Do I need other diagnostic equipment. I seem to recall that a very expesive tool is required to monitor A/F ratios.
Any ideas why oil temp goes so high? Lean? Rich?

I'm fishing here so any help/Ideas to get me started would be greatly appreciated.

well you sound really lean. do you have acess to a prom burner and software ?? if not check out the diy-prom board and do some reading. i have posted in length about how to tune maf cars for good driveability.
