quick question about jet chips

Do these things elimintate the top speed limiter? I found one on ebay for a reasonable price. All I need it for is to get rid of the stupid governed speed. I know I will get atleast three replies saying burn your own prom. I dont want to do that, I just dont want my top speed limiter.
