burned fan control chip

Axle/Gears: Stock non posi 3.42s
burned fan control chip

my ECM has the fan control ship burnd to a crisp and the egr chip a little brown any ideas as to what would cause this? when i got the car it was this way and a while back the ECM went out completely so i got a good one from a donor car and swaped the chips. worked great for about five minutes then i smelled a burning smell put my hand on the ECM case and it was F'ing hot so i let it cool and opened it up and voila this one burned but this time it got the EGR chip as well. car is 1985 2.8l v6 all stock as far as i know and ecm chip is stock. other than the fan staying on all the time and the egr not working the car runs great.

Transmission: check
Check the resistance of the fan relay coil and the EGR solenoids. Both have to be greater then 40 ohms.
