ECM security wire volts?

ECM security wire volts?
I did a swap from 83 crossfire to a 89 TBI, I have the car running and it starts up with carb cleaner. Im only getting fuel when the tps/throttle moves. was wondering about the function of the security computer. I find a wire that says something along the lines of security. What voltage does this wire need. Does it have to do with the resistors that were in the key. My cars close i need some incite to get it running. 13 days and counting just sitting in the driveway.

Did you have to wire up any sensors? Was the harness complete? My first thought is a tps issue sending full voltage (~5.0V) to the ecm causing the ecm to act in clear flood mode, like the tps is somehow working in reverse if that is possible. I would double check tps wiring first. Can you scan?
As far as I can tell, the ecm outputs 5V from pin B6 dark blue wire. Then the passlock module grounds that wire to a voltage of 2-3 volts. So you should have 5 volts on that wire key-on, then you need to drop that voltage to ~2 TO 3 volts. Or get a chip with vats removed.

My TPS is fine i've double checked that. I'm going to try the voltage drop trick on the VATS from 2-3. lets hope something works. Thanks for the input, get my ride running again.
