Problems with return-to-idle speed

The third-gen project is a work-in-progress, but right now I have
a problem with the daily driver I'm hoping someone can assist with.
The vehicle is a 99 Tahoe, w/ 5.7l Vortec v8. The problem is that
when decelerating, the idle remains high (~1200) rpm, until the
vehicle is totally stopped. The effect is increased braking force
needed, and noticable 2-1 downshifting. I just replaced the throttle
body with an upgraded rebuild unit that I hoped would solve this
problem, but to no avail. (XtremeFI in Austin TX, did the rebuild,
which otherwise improved overall performance, as expected.)

Any suggestions?
