Newbie wanting to burn

hey guys I was wondering, I looked at all the threads on prom burning and all the different types of equipment but im still confused people would think me being 16 I should know tons about computers but its not that. I live in calgary canada and I dont have great access to some things I have done a v8 swap in an S-10 and I have a 88 305 tpi with minor mods: shift kit, custom intake, 2.5 true duals, shorty headers, a.i.r., a.c. and fan delete. I was told that my chip has vats programed into it so therefore I cant get my vehicle started untill I get it disabled.I was told by a guy north of me that he could burn me a custom chip for 300 dollars which is a pain and he also said he will change it for free whenever I change something. I read that prom burning software and everything I need to start tuning is 250? is this true what would you guys recomend for software? Can I have a laptop in my truck and tune on the fly? Highway mode sounds cool considering my truck weighs 2900 lbs with a full tank of gas. Can I mod other gm OBD 1 chips? with certain hardware? I would like to tune my dads tbi truck too?
I dont want to spend more than 300 dollars on everything. is there any canadain based companys?

If you have a laptop everything to burn can be purchased for under $250. Some items such as alogger and BIN editor are free/donation. Check for TunerPro, Moates.net, and the DIY_PROM board here on TGO.
