No Timing Advance

Background on the car:
Previous Owner installed a crate 350 from GM.
Unhappy with results, removed and rebuilt motor. Unknown rebuild experience.
Unknown motor internals.
Underhood wiring FUBAR, most not connected to anything.
Emissions controls devices are not installed.
Removed stock CC Quadrajet, installed 750 vac seconday Edelbrock carb.
Origanally 700R4, now a T5
Problems Now:
11 MPG
Overheats on highway, slightly cooler in city driving.
Read through various posts here and replaced the thermostat, radiator hoses, and since the heater was leaking, blocked off the inlet and outlet hoses. After discussion in the Tech/General Engine Forum, the timing is significantly retarded and causing these symptoms.
I am using a Sears timing light that has a **** to adjust the advance light. The **** is pointed to 41 degrees advanced. When I increase the RPM of the motor, the timing mark will go towards the passenger side of the car. to about 46 degrees at 2000 RPM (RPM is a guess). This is with the ECM flat 4 pin connector connected or disconnected. The 41 degrees advanced is probably because of the way the balance is installed, not too worried about the base timing right now.
Right now I think that the ECM is not advancing the timing like it is supposed to.
I have a vacuum advance distributor on order, however if I can get it to work like it is supposed to, the new distributor will go back to where it came from.
My question is, what is required to make the ECM adjust the timing properly? The PO told me that he installed a different chip, I know nothing about what he installed. I would love to get this running properly without installing the new distributor.
