my 86 iroc is not running

it was stalling about two months ago every once awhile and my gages were blowing fuses, but the fuses are staying in now, and ever since i owned the car my rpm gage will peg out when the motor is off and and when restarted it will stay there until the rpms go up to about 3 to 3.5, now my car is not running at all i drove it to a friend's house and it never restarted acted like a fuel pump, but since the computer controls it is it possible that the computer fryed out, and if so where can i find a new one at a reasonable price?

checked fuel pump by pulling line off feed and rolling engine over and no gas was coming out
