Disconnecting the speed sensor from ECM

I have a 91 Camaro RS with a 305 that has been bored out. The engine has been rebuilt and has a lot of additions. But I topped out at about 115. I looked around for a reason this happened and I read that the top speed is set to 110-115 and that by disconnecting the speed sensor from the ECM I could increase the top speed to about 150. Is this true? If so what exactly do i disconnect? I am very familiar with the speed sensor but not so much with the ECM.
