is the ECM bad?
I have a 89 Camaro RS that has sat in the back yard for about 6 years. The fuel pump had gone bad so I changed it the other day and when I tried starting the engine the VATS was stopping the engine from turning over (the security light and SES light was staying on, a problem it had when parked but forgot about it because it had sat so long. It would do this but if you waited the VATS would turn off and car would do fine) but I could hear the fuel pump kicking in and filling up the lines. Now when I go out there the security light comes on when I turn the switch and goes out but no SES light and fuel pump isn't kicking on anymore but car does turn over now. I can pour gas in TBI and it will crank until gas is burnt out then shuts off. I tried reading the codes but even with it jumped the SES light doesn't come on. I switched bulbs in the SES and still no light and nothing when trying to read codes (no 12 or anything). So my question is, is the ECM bad or could this be something else

ok, I just went out there and jumped the fuel pump from the battery (where its running all the time) and it cranks and runs fine. Injectors are working perfectly and everything so is this the ECM causing the pump not to kick on when not jumped?

I'm not sure exactly but I hear that there is some resistor you can replace in your PCM and it will correct the problem.
So yes technically it is bad but its not a big deal.

had a similar issue, thought it was the ecm or the fuel pump relay. ended up being the 20 amp fuse at the battery, I would try that first.

I will look to see if I can find the fuse at the battery tomorrow, I don't think I have ever seen one but I will look when it gets daylight again so I can see

Re: is the ECM bad?
Mine was right next to the battery, mounted on the fender above and a little towards the firewall. It had two wires running in to it; one was a thick red, the other was a thick orange. If you dont look closely at it, it almost looked like the wires run through a hole into the inside of the fender. The way I understand it though is, it can be clear across the engine bay on the opposite side of the battery as well. I would just look for the two thick orange and red wires going into a little black plug box.

Did you see this thread, one below yours?
Well, if this wasn't over the internet I would kiss you guys (in a straight way of course) I can't believe all this madness of me pulling my hair out over a little yellow 20 amp fuse. Well to make a long story short I guess you all know by that statement I found the hidden fuse stuck in to a plug that looked like a relay (what were they thinking) and inside it was a blown 20 amp fuse, I replaced it and cranked the car (without the fuel pump being jumped off) and its running great once again like its supposed to. I was all ready to buy a new ECM so you guys saved me allot of money because the price difference between a 20 amp fuse and an ECM is astronomical so THANKS again for all the replies
