Help chossing a management system

so I'm hitting a cross roads here with my install, the 377 with Accell supper ram intake and stock ignition is all built up and pretty much ready to go into the car my dilemma is I'm trying to figure out what to do with the ecu. the car is a 91 vert with the TBI and 700R4 trans and I need to be able to pass an Ontario Emissions test (face palm).

I have two options right now that I'm looking at, I have a TPI harness that's been modded for dual fans in a box ready to go but it does not have a knock sensor and is wired for a Heated O2 sensor (don't know if its a wide band) and its plugs into the 7730 ecu that dynamic efi cant mod to make flashable so stuck having to burn chips and rewire the entire car urgh!

the second option dynamic informed me that they can mod my stock TBI ecu to work for my setup and I'd just have to modify my harness to accomodate the MPI injectors and lengten and change my IAC and TPS sensor conectors and wire the Heated O2 sensor which is a whole lot less work however they informed me that my AIR system can not be functional with their board. I'd still have it on to pass a visual however would it pass the emissions dyno test without it working?

the alternative is to go with something completely different however I'm at a loss with everything that's out there and reluctant to go with the Mega squirt, since I have to be able to get the engine to fire up on first shot or so to be able to do its break in. From what I understand that system is not emissions friendly for all the junk that's on the car.

So any input that's out there on an affordable budget (less than 500$) is greatly welcome and I want to keep away from having to burn chips! it is so passe hehe

with MegaSquirt you are able to tune so that car will be emissions friendly even with EGR and AIR removed

best reagrds

if your tbi now, why not go ebl. shouldn't it pretty much plug right in?

and if you are tbi, why do you need a tpi harness to run a 730 ecm? you can repin your stock harness to the 730. theres writes up on how to, it doesn't seem hard. as far as burning chips goes, theres atleast 3 ways i can think of off the top on my head to turn a 730 ecm without burning chips. the autoprom, Ostrich, and prominator, which is being re done and sight name change. its said to be under a 100$ when its released in about month.

i'd go ebl if i was you thou.
