will not start

91 conv. comaro 305 tpi i just rebuilt the engine , it will not start it has spark,good timing and 42 psi fuel, but the plugs are not wet or smell like gas??
anyone know whats up?

ECM not getting the VATs signal? That will prevent the injectors from firing.

A '91, are the stock Multec injectors still in the engine? If so, the coils short out which will also prevent the ECM from being able to fire them.

Measure their resistance, any under 12 ohms are bad. Just throw them away and put a set of Bosch III's in.
