VSS question

VSS question

I replaced the trans mounted sensor and data logged the ecm. For ome reason the ecm think the car is moving at about 135 miles an hour at a stand still. I thought the pulse from the sensor is what changed the speed. My question is with the ecm reading it at a constant unchanging speed does that mean the wiring is bad ,speedo or cruise control????

A '91 f-body VSS is a 4K PPM magnetic sensor (sine wave). Sounds like something is not correct...
