87 Trans Am, 305 TPI LB9, rough idle, stalling.

What's up everybody, 1st post on here so I'm probably in the wrong place. I've got problems with a 1987 Trans Am 305 TPI. It will idle only when the check engine light is on. When I ground the A&B terminals to pull codes it flashes 12 three times then it just starts flashing erratically fast. So fast you can't count the flashes then goes back to 12. When the engine is idling with the CEL on it idles high, then the CEL goes off along with the motor. To get it to rev up you can't womp it, it has to be feathered. Any suggestions will be appreciated. Tank is clean, new fuel filter, fuel pump looks new but I don't know. Previous owner let the car sit for 7 months because of this problem. Owner before him replaced the fuel pump and probably other stuff I don't know about. I'm think it's a bad ECM, PROM. If there is a sticky on this I missed it. Thanks.

Upon further inspection,
the memcal clips in the ecm are broken and it is ziptied,previous owners!!!!
