ECM Replaced, won't run now?

Replaced the ECM in a 1987 Iroc z..because you couldn't pull codes from the old one and the service light would stay on. It would run with old ecm.
So I installed a new ECM with the prom from the old one.. now you can get the code 12 diagnostic but the car won't run. it will start for a second and die.
Just wondering if any body else has had this problem and if so what was done to resolve it?

Sounds like a bad ecm out of the box or not the same service number. 1227165, 16198259, 88999194, 77-7165.

Service number is correct, checked and double checked.
Do you think it may be bad sensors,TPS, IAC, possibly?

The fans on with the key on is a sign of a bad ecm or the memcal is not seated.

Are you positive that every pin on the chip made into the socket and none folded under?

IDK, but can the chip be installed backwards?

The chip has a small notch in the bottom center and can only be inserted one way.
