Electrical issues - no fuel pump

Electrical issues - no fuel pump

Good morning all, I'm hoping that somebody can help me out. I pulled my 89 Iroc into the garage 2 weeks ago to pull the 700 R4 help for a rebuild. While the transmission was being rebuilt I took it upon myself to get in my pit in my garage floor and clean up the underside of the car and spray it all down. While doing so up where the bellhousing would sit at the back of the engine block, I grabbed the thicker wire harness that runs a across the back of the block behind the cylinder heads just so I could get in and clean up around the block. When I did that I saw Sparks from contact of I bare wire in a smaller harness off of that main harness. I took a look inside that harness to find what looks like one orange wire was pinched the last time the transmission wasn't out of the vehicle. The problem I am having now is I've got the transmission back in and everything is all buttoned up, I have got transmission fluid in the vehicle and I am at the point where I need to start the vehicle and check the transmission fluid. Problem now ... car will not start. I have looked under the hood to make sure I haven't disconnected any wiring and then I realized that when I turn the key I do not hear the fuel pump. I looked around and looked around and then remembered a boat that orange wire I tried to trace it but don't know where it goes but I'm thinking it had something to do with the fuel pump. I found the fuse beside the battery and the radiator for the ECM and fuel pump and it was blown. I was happy to see that the fuse was blown, I've been changed the fuse and tried to start the car and it still will not start and I still do not hear the fuel pump. Is there a chance that I blew up the ECM? Or do I need to start with a fuel pump relay?

Any help any of you guys have would be greatly appreciated. Thank you

A quick check to see if the ECM is running. At key-on, engine-off observe the SES/CEL light. It should turn on briefly, blink off, then turn on solid. Can repeat the test after at least 10 seconds of key-off.

That verifies that the ECM is getting power and is running from the PROM.
