ECM shows Bad
Car ran fine 2 months ago. Pulled the MEMCAL to install a Motes adapter. Copied the AXXB Code to TurnerPro RT and saved. Removed the VATS Flag, copied to a new chip and installed said chip. Car would not start, turned over fine. Using Chart 1 (service manual) had no SES Light, jumped A to B, nothing. Possibly a bad chip. Pulled chip so running in limp mode. Have a SES light, car will still not start. Hooked up NOID Light, no injector pulse either bank. Verified injector Gnd (D6/D7). Checked for power at C11/12 with key on, good power. Checked injector resistance to be safe - Range 16.3 to 16.9 ohms. Using Chart A-3[Service Manual], checked for shorts on CKT 467 & 468, no shorts. Service Manual say the ECM is BAD. Have I missed anything? This is a replacement ECM from Oreily's so I have a one year warranty.

Does it run with memcal only or has vats issues ?
when the piggyback chip was programmed verification was done ?

After programing chip, I did the verification.
The VATS Module failed, so I cannot reinstall the original chip That is what started this whole process. That said, with the original MEMCAL remove, shouldn't the engine run in LIMP Home Mode? I should be getting an Injector Pulse on the NOID Light and I am not.

With the piggyback hooked to memcal so you have netres and eeprom removed from piggyback I think that would force lhm rapid blinking mil and injector pulse.

I removed the MEMCAL but left the Piggyback installed with the Netres Resistor Chip installed. The engine turns over with MEMCAL installed, so that I believe negates the VATS Issue. The engine turns over with the MEMCAL removed from the piggyback, no start, no injector pulse. I also removed the piggy bac and installed the Netres Resistor Chip only, turns over, no start, no injector pulse.
Also I show 44 psi Fuel pressure, 12.6 VDC on the battery.

So the T.S. continues. With the 3rd ECM installed, Motes Memory extender install with the Original Resistor/ Knock Chip installed, Key on - Service light. Good. Install a memory chip - Key On - NO SERVICE LIGHT. Did same test with Motes Memory extender removed and the Original Resistor/ Knock Chip installed. Same results. I have tried the Original Chip and two spare chips that I reprogramed with TunerPro RT, same result.
Using Chart A-1[ page 6E3-A-11 from Service Manual] indicates either a bad ECM or Bad ECM Grounds. I check all of the grounds - appear good.
This the 3rd ECM I received from Orielly's, same symptoms. What am I missing? Looking for ideas on troubleshooting this issue.

What happens if you unplug the Ecm connectors , koeo and ground pin E7 at the ecm ? If the ses lights up I’d think you need to retest grounds and powers to ecm.

Sucess, I got the car started, runs high idle but it is running.

I was watching a video by ET Garage where he talks about installing the chip in the burn II with the notch facing the locking lever. I ASSUMED that is how the chip was installed in the MEMCAL. I had the original chip removed by a Cell Phone repair shop as they had the tools and expertise to remove the chip. When I got the MEMCAL back, the chip was plugged in with the Notch facing the Resistor chip. As I was watching the video by ET Garage, he place His MEMCAL in the burn II backwards to what I was doing to copy the original program. So I install the new burned chip in backwards in the ECM to what I was thinking. The engine fired right on the second try.
