Can someone tell me what's a Run time error '75' on WINBIN?

Can someone tell me what's a Run time error '75' on WINBIN?
Im really trying to get this programming thing! But I have NO idea whats going on here 
. Has any other new person had as many problems as Im having? I was told in another post to block of the cold start injector & use the program from a 89 tpi car. I choose the :so I choose the file for a stock 89 Corvette with tpi, but now a small box pops up on my screen saying:
BIN_Edit
Run time error '75'
Path/file access error
okay
This happens anytime I try to change any values in the bin.
can someone please tell me whats going on!

What ECU file are you using?
You can get Version9 from Craig's Site
