Anyone ever have this problem before with pocket prg. II?

I have my files loaded on the Pocket Prg. II waiting to go on the chip. My problem is ,when ever I set the "start of device" to 04000 the stupid thing always put the file at the 00000 address???? I've tried countless times but still the same results. The first thing that I do is fill the erased eprom's buffer with ffs, then I set the start of Device to 04000. after that I load the buffer with my cars Bin info & program device. when I look at the first screen which is address 00000 My info for the car is always there.

Now the stupid thing wont let me close the program!! A small box pops up saying priviledge instruction! stop! computer seems frozen

I believe you have to reset the start of device back to 00000 to read the start a 04000. Not sure but read through this.
