A few quick TBI PROM questions
1) Can a stock TBI ECM (91 model year) accept an EEPROM instead of a UV EPROM? If so, what specifications?
2) I've seen ads for a device that plugs into the diagnostic port of 4th gen cars and alters their ECM programming. Is there a way to make minor changes (such as changing the speed-limiter value) to a 3rd-gen TBI ECM through the diagnostic port (even if they're temporary), instead of burning a whole-new PROM? I know it's a slow link, but the speed shouldn't matter for small (1-byte) values...

OBDII stuff has a flash prom, and entirely different technology.
There is a way to program thur the ALDL, but so far only the guys at GM have it figured out, and they ain't talking. Some guys have added RAM chips and expanded the code to do that, but no ones public domained the How-To.
