I had similar problem.
The steps for a complete PROM programation with your programmer were bad or incomplete. Then the entire PROM was saved with FF in all cells.
When you put your bad saved PROM at Tunercat, this software reads the 8th cell in the PROM (8th position at the first row). Since all the PROM cells have FF's , the tunercat (without eyes or intelligence) read the 8th cell and says: "You needs an $FF def. file."
If you put the original bin in the tunercat, it will says: $8D.
Do you have the original bin from the original PROM?
Review your programation process: Original bin from PROM - to progr. buffer - to file at hard disk (modif. and change the PROM for other blank) - file at hard disk - TO BUFFER - to blank PROM, etc., etc.
Review the "range for save" at the programmer software. (if it define automatic. cell 300 to 1000, the others cell will be changed to FF, then tunercat will reads 1 to 299= FF; 1001 to end = FF).
The problem reminds the same: 8 cell = FF.
Then change the "save range" from 1 to end (FFFF or similar) in the prog. software and try again.
