first burn success...kinda

Burned my first prom the other day and finally had time to put it in. It works, but it has some issues, most of which I think I know what to do for. There is one thing however that I can't quite figure out. When idling in park/neutral the RPM is reading about 900, then it drops quickly to 600 and climbs back up to 900, drops to 600...rinse and repeat. The idle in gear is smooth as silk and steady at about 750.
Any ideas on what causes this "hunting" while in park/neutral?

350 TPI, non stock engine but stock TPI setup, 24# injectors and running the ARAP.bin with VATS disabled and fan switch reversed for F body.
I'm using WinBin for editing if that helps.

the only changes to the bin were for the fan, vats and injector constant.

I thought the anti-stall operated in gear too?

As an update, the car will not start now. No changes made to the prom at all, I was going to hookup the laptop and see how the ARAP was doing(yes I unhooked the CSI). The car cranks but will not start. I put the old calpack back in and it started right up, so I tried putting the .bin file that is on the factory prom onto the switcher prom without making and changes and the car still wouldn't start. I then switched to my spare ECM with the switcher installed and still no start, put the stock calpack back in the spare ECM and the car starts.
'Bout ready to throw the whole shootinmatch in the garbage and set it on fire.

I'm pretty sure the chip burned correctly, since the car started right up the first time and ran well.

try resseting the IAC. as for te idle. its pretty straight forward jump pins A-B. let Key off in run for 60 secs. then disconect the battery. let clear for 30 secs. reconnect batery. start car let idle for 60 secs in park.n then in gear for 60 secs. should relearn any idle logic.

Nope, this is a problem in programming somewhere. Minimum air has been reset and rechecked, the computer has been removed a couple of times for up to 30 minutes a whack.
The thing that doesn't make sense to me at this point is why the up and down idle only in park/neutral, if it were an IAC problem it should show up in gear too, but it doesn't.

As far as the no starting problem, Craig suggested moving the jumper to the "bottom" position and it seems to have worked.

Edit: only worked once, now it won't start again.

Finally got the BLM's off the 160 wall and got the car to start first time, every time. I am running the ARAP bin with 24# injectors in a 350 and it seems that with the injector constant set at 24# I still wasn't getting enough fuel. I set the constant to 21.5# and the BLM's fell to 138 with the int at 125-128 (all this is at idle) and the surging idle is gone.
I'm thinking I'll drop the inj constant to maybe 21.1# or so and see if that richens up idle enough, if not I'll play with the PW vs bat voltage.
Does this sound like the proper way to do this?
After Idle is all squared away its time to move on to part throttle.
