Idle problems when cold....

I'm trying to figure out what to change to help my cold start idle. I've got it set to 1000rpms when below 111 F in the prom yet it struggles to keep it at 600-700 and the IAC is wide open at 160.
Once it gets warm, when in (D)rive it idles fine, but the IAC is at 92, in (P)ark it goes up to about 1200rpms and the "Add to idle in PArk" constant in the prom is set to '0'.
*
I've reset the IAC and I crank out the idle/IAC screw all the way out and it effects the IAC counts at idle only after adjusting the screw, but once the key is turned off and restarted, the IAC counts goies right back up to 92 at idle if warm, 160 when cold and it barely keeps up 700 rpms.
*
No vacuum leaks that I can find. Anything else I should be tweaking in the prom for this? There's a table for IAC Warm park position vs. temp and another called IAC Speed Timeout steps Vs Temp. What are theses?
Thanks
