O2 voltage

My O2 voltave is very unstable. It will read pretty steady around 600mV to 700mV and then drop suddenly to 200mV. This is just at idle. I haven't had a chance to see if it doing it while I am driving. I am still in the early stages in tuning and am wondering if my o2 is working properly before I go any further. Thanks for any help.
