A 727 is in all tense and purpose is a weather tight 730. Its not a direct pin for pin (730 to 749, but its close) but I have heard of people using the 730 with the $58 code. I have not done this myself, I went straight to a 749 and repinned to match the SyTy harness.

So for me to run a setup that is speed density plus can recognize boost, I can use the 749, 730, or 727 ECM? Also, what MEMCAL would I need? Any possibility of reusing my 1989 MEMCAL from the 165 ECM? Any possibility of just repinning a 165 ECM and using a MAP sensor with the$58 code?

the 749 730 727 all use the same mother board and pretty much identical board population. the 165 does not. your memcal wont work. as for anything else yes the 749 730 727 can use the $58 code. as for the 165 you best hope is the 808 code or swap and repin to a 749 730 727.
