ECM controlled rev limiter with transbrake engaged

I think I have heard of this done with Turbo Buick chips but has anyone messed with something like this for a 7730 ECM? It wouldn't have to necessarily limit upon sensing trans brake engagement but I would like it to with the throttle wide open and maybe no vehicle speed or a certain load or something like that.

As far as I know the ecm controls the Rev limit regardless if there is any VSS input. I would imagine that you could test it with leaving the car in Nuetral and then revving it up?

For the GNs it's an actual code patch.

For a 730 with an auto, you can come close, not an actual stutter, but a launch assist is possible.

Any suggestions on where to start if I wanted to go about doing something like this for my setup?
