What to do first Inj Constatant or VE Table

My car is running very much on the lean side with the BLMs around the 150+ mark all the time basically.

Wanted to ask what the recommendations are:

1. Currently the injector constant is set correctly at 19lbs as I have not modified the stock chip at all. Should I lower the injector constant to richen it up?

2. Should I recalculate the VE values first?

What is the better option out of these 2??

I generally adjust the injector constant until the BLMs are straddling 128...some higher than 128, some lower than 128. Then I start tuning VE.

If you're seeing need to set VE values >99 to get BLMs where you want, time to go back to the injector constant.

You set the injector constant to what you're actually running, THEN optimise the chip's parameters to satisfy the engine.

There is more in the chip then BLs and twisting things to just get that right will lead to glitchs later.

The car has a LB9 and those engines came out with 19lbs injectors so that's why I said I am running a stock configuration on the chip.
