Timing limitation

Engine: 305 TPI(427SB in progress) 730 $8D
Transmission: THM350 (Getting a 4L80E soon)
Axle/Gears: 10 Bolt w/ 2.43 gears :(
Timing limitation
Was wondering what is causing the timing to be fixed in the 20 to 25 degree range even under load until the coolant is above 114 degrees F. attached is the bin file change the extension from bmp to bin.
