Why are my BLM's 128??

Why are my BLM's 128??
Now you might ask your self, "Why in the world would he be asking a stupid questin like that." But no seriously... I just changed my O2 sensor and all the BLM's are 128.0 and I know that aint right. Before I changed it the ECM would not go into closed loop and I always got a O2 sensor code. I even turned off my fan and drove a while and let it get hot cleard the table and recollected data... still all 128.0. My INT table is bounceing around from 120's to mid 140's and my O2 readings are reading properly... so what gives? why are my BLM locked on 128?

Temperature from CTS in scantool reading normal? Any codes? All sensors responding? Correct .ADS? What are you collecting data with? Does the Check Engine light work (turn on at key on / engine off)? Were you able to get any data before the problem to see if they are changing? From the post most of this sounds covered, since you knew about the code, but just gotta ask.
What do you mean cleard the table? Pull the fuse?
RBob or anyone, what keeps it out of Learn Enable on the 8746?
