Static inj. make you lean?
this is for TBI, 7747, lets say yo uwere tuning and you overshot your fueling requirements and made your ve such that your injectors were static at high rpm, could that concievably cause a lean condition that would otherwise not be lean had the injectors not been static?

I should have clarified,
i meant would the situation make you artificially lean even though those injectors at that pressure would not be lean had you not accidentally made your injectors static by putting numbers in the VE table that were too high

Actually while most tend to go rich when they are static, it is wholey possible to go lean as well.
Once you are static the needle is simply bouncing off the seat and going crazy and the fueling supply is erratic with the A/F flopping around quite a bit.
Charts were posted here before if u poke around.

From the data I've seen, the lean possibility is just before they go to 100% DC, when the injector gets erratic. At that point you have lost control of the fueling. It looks to come back under control when actually static, but I have no experience with the condition, nor do I plan to (I'll keep away from the issue for the safety of my engine, thank you!)
Any time you lose control of the fueling, you may as well throw away the tuning you've done, since that's the point to tuning, better control of the fueling (and spark).
