Cold Idle ?

What would cause the car to run base timing cold until it reaches 140-150 F. 1986 Camaro 400 Block $32. TPIS throttlebody. Stock intake manifold.

About the only thing that can do that is a fubar'd igntion module. Once the engine gets to ~400 RPM the EST should go active. Maybe something in the module's getting temp sensitive ????
