tuning problems

tuning problems
I have just started to tune on my car with the Auot Prom and Tuner Pro 4.0 and 3.10. I am having some diffuculties. The main ones being blms and such. Before this set-up I ran my Mega Squirt, so I am not new to tuning. My tuning sesion seems to go like this:
I go out and datalog, and watch the datalogs. I can see the INT's taying at or above 128 while the BLMs dip way down in the 115-108 range. I find that odd because it will be in open loop at .45-.55 mv on the O2 sensor and driving fine. Than it will switch to the Closed loop and act like it wants to die. I can do the (current BLM/128)X VE and come up with a number to plug in but they still persist at 108 BLMs.
The closest thing I came up with is the injector pulse width. I know that they usually should not be below 1.5, mine are currently at .5-.8 which is low. Is there a way to change this and maybe tune the car without closed loop. Any help is appreciated.
