pocket programmer problems

I recently bought some new chips(27c128) and tried to burn a new bin for my car. But when I tried to program the chip the programmer would load fail with all of the chips. The strange part is that the programmer is being seen by the laptop(XP) fine and can still read chips fine, its only during programming that the failure happens.
Please tell me that I forgot to do something stupid and that my programmer is not fried!!

Vpp setting?

Is the PP2 a parallel port model? If so, you may have to disable the EPP in BIOS and go to a simple unidirectional parallel port configuration.

If you read the PROMs, do they show up as blank?

There are several types of 27c128s and as Vader says, the Vpp is different in many, as are the pulse timings. You need to find the correct programming parameters for your chips otherwise they won't work (or you could fry them - don't ask me how I know ).
