Is there anyway to datalog or tune an ODB2 car ?

Free? Like the OBD1 stuff?
Not that I know off.
More than likely going to have to get into the commercial stuff like, HPTuner or AutoTap.
Or a conventional scan tool.

digimoto. cheaper than most other programs out there. you can't change anything though. I've used HP tuners a bit. nice program, pricey a 500 buck though, but you can do just about anything with it.

Tunercat has a OBDII tuner that was just sold to JetChips. You might be able to find somebody that will sell there setup on EBay. My take on it is they are good as gold as they are not locked down to one PCM. Price went up also. EFI Live looks like their suite of tools are probably the best out there.
