8d Can someone tell me what delayed run time after off means
I know it has to do with fan control, but what does it do

I always thought it was a way to control the fan for a temp. cool down period for (X)amount of time when the car was shut off. I just never figured out how the ecm could control that is the ign. key was completly off. Ive seen lots of cars like this before when i was younger but i just never thought of how it was done.

Non-ECM and non igntion power wise, id think you could do it with a large thermistor type relay or something. Basically the way your turn signal works.

It allows the IAC to go to the start position too.
