Using eprom as a scanner?
Is there any way to read the eprom to see what changes it has made in BLM. Ex. when the BLM is 108, the car is running rich, so the eprom leans it and then stores that mixture for later use. Just a thought, thank you.

BLM changes and such are not stored in the EPROM. They are stored in ECM RAM.

I personally don't believe the stored BLM values are relevant. If your scan tool captures data, then that would be far more effective to determine the modifications you wish to make to your eprom.
I've brought Tim's P730 - Part Throttle Fuel Tables (no PE) to the top of the posts which I think you will find very helpful in tuning the VE tables to get 128/128.
