Which ECM is better?

I have one of each 1227165, 16198259, which one is better? or are they exactly the same. I know the 16198259 is a remanufactured 1227165. Does that make it better or not?

The newer the better.
165s have a reputation for poor solder joints. The failure rate is really low, but there are so many out there that they seem to be weaker then others.
