Burned a ARAP chip now I have a question

I finally got my chips to work and did a few Diacom scans. The EGR duty cycle is either 100 or 0 in this bin compare to the varying values with my stock bin. Is this a good thing or a bad thing?

I found I had to play with my EGR settings even on my stock AUJP prom. I found the way the EGR engaged and how it engaged was definitely felt while driving. I am still playing with it, but I am finding smooth operation of the EGR definitely helps in smooth driveability.
