ok i have read trax's article a few times, and i am still lost, where can i buy the pocket programmer and the stuff i need?
what do i need? to get me started i need to start in the next month or so, so that way i know my way around the Eprom when i go to swap engines.
i know this may have been asked thirteen bajillion times, but i only know so much about computer lingo. so please in laymans terms help a brother out.

I don't know how to tell you any different than the article Trax wrote. The "What you need" section at the top can't be said any better.
