EBL and TH400 downshifting?

Axle/Gears: 10bolt Richmond 3.73 Torsen
EBL and TH400 downshifting?
1228747 ecm replaced (obviously) and downshifts from throttle position are no longer working. Is there a fix?
This is a 90' 454SS but there are a lot of models out there with this trans that won't downshift properly.
Attached is the page showing the "TCC/shift light" signal as serving as a downshift signal with TH400 trans vehicles.

Axle/Gears: 14 bolt with 3.07 gears
Here is the stock calibration for a 1 ton Chevy Van cut-away chassis with a motorhome rear. It had a 350 TBI/3L80(TH400)/4.10 drivetrain

I will try playing with the tcc settings but I have a feeling the logic isn't the same. This is probably why there was a different ecm for the trucks with the TH400 and TBI. Gotta love it.
