New Here, Built a Interface Cable And Didn't Work

I used Data Master software and a 9 pin laptop and I get the message that the software can communicate with the device but is receiving no signal from the ECM. Please help me.

Here's a bit more info for y'all. I used this design, except I didn't use the resistor at pin "11". And I used this software. I used a laptop with a 9 pin com port, and have a 7730 ECM. I tested the voltage at pin M and have voltage there. The laptop software says it can communicate with the device but detects no ECM signal. Maybe, y'all can help me.

use the 1kohm resistor at pin 11 and use craig moates software.
oh and don't use any NT based windows they mess with the serial pins
