how can you begin to tell if your stock prom is bad or going bad or if its just the ecm etc....
before spending tons of money of sensors where would you buy a new ecm with prom as a stock replacement? or what can you do to test to figure out if either are bad?

Proms/memcals typically don't "go bad". ECMs can though and typcially it's a short of some sort. Bad sensors are by far the most common problem.
A bad prom/memcal typically throw a code 51.

On WinALDL i was getting an error with my PROM. But recently i found that when i plug anything into the cigarette lighter my ACC fuse shorts which is the door locks, light, hatch open etc. Is that most likely the problem?

when i took apart my camaro dash and put it back together my cigerette lighter did the same. just means its shorting out. i took apart the lighter and put it back together wrong, fixed my mistake and no more blown fuses.
but if your havent touched it check the lighter anyway theres a very thin piece of insulation that keeps all 12volts from the battery from getting to the whimpy fuses. if that insulation goes so does your fuse when you push in the lighter. becuase inside it makes contact and shorts out the circuit and blows the fuse.
your prom does not control or have any contact with your door locks, lighter etc... so its not your problem.
if it only happens when you push anything into your cigerrette lighter then your lighter is the problem. either needs to be replaced or taken apart and fixed.
goodluck hope this helps. let us know if it was something else
