16197427?

I hope I don't get flamed too much but here it goes.
I have '95 tbi 454 from a one ton chevy in my 74 blazer and I would like to learn how to tune it myself but it's running with a 16197427. I haven't found much for info on that ecm, would it be the same process as most other ecm's? I think I have everything to get started, I just need some more knowledge. If you guys could help me out I would be in your debt forever!
