Should I see Injector BPW at key on (engine not running)?

I'm a little puzzled and believe the answer is "no". I CAN start and keep the engine running if I feather the throttle around 900-1000 RPMS. Extremely rich though. I'm working on the idle area of the tune right now but wondered if a BPW of around 7.9 at key on is contributing to any issues. I'm running a 749 ECM with the 730 harness repinned (injectors and injector ground only). The code is the latest 60#injector bin and mask is a $59 xdf, from code59.org. My VE in the 400-1200 is averages around 45%. I did not repin the IAC (that reads 157 counts at key on!). My car "was" a stock 91 Z28 350 automatic. I just got my LC-1 hooked up and can't start the car or log AFR because the exhaust I'm running to tune is 2210 LT's and 2 glasspacks...not good at 9:30 PM!!! While I think my IAC high counts are from my wires/pinouts needing to be switched to run with the 749 ECM I'm still puzzled as to why I'd see injector base pulse width values without the engine running.

Some mask's show the PW while others don't. It is handy to have it as it shows what the PW is during cranking.

you should not have to swap the IAC wires, i'm not sure if that inj pw without running is accurate or not, i will have to check mine and see.

Why do I get such high IAC counts though while trying to idle...better part of 140-157 counts?

my counts are about 72 at idle, did you reset the IAC?, did you change the wiring from the 7730 setup?
