WB02 installed - always too rich can't lean out
I am running LS1 injectors and I am using ARAP PROM on an 89 L98 TPI. The car has a ZZ4 cam and Vortech heads, SD Intake, and Edelbrock headers.
After all the mods I couldn't get my car into closed loop so I installed a WB02 (Moates O Meter / LM-1) to see what's going on.
I installed the WB O2 at the stock place and used the simulated NB for the ECU. Car is between 7 and 10 : 1. I tried various injector constants from 17 lbs to 26lbs and it's always around 10:1 ! Fuel pressure is around 43.
Could some of these injectors be messed up to keep it rich all the time? Any other ideas?

Re-calibrate the sensor, something is WAY off. At 7 to 10:1 AFR, all you would see is fuel pouring out the tail pipe, if it ran at all.
Also check in the Innovate forums, there will be some ideas there. Some of which you will find will suggest poor grounding, noisy 12V signal, lack of free air calibration, etc.
The 7 to 10:1 that you are seeing, is that on the O-meter, or on a laptop display? If that is O-meter only, did you calibrate the output for the O-meter? I believe the O-meter also needs some calibration as well.

I did the open air calibration, but I may have done something wrong - it was getting late and I was eager to see it all work.
It stays mostly at 10:1 but it will fluctuate a little, as low as 7 but always under 10.5.
I'll recheck the calibration and check the forums if you say that I'd see black smoke and that it'll barely run with those a/f ratios.

I rechecked everything and I found a wiring mistake - now I see numbers between 11 and 20. thanks
