cruising idle issue

cruising idle issue

So, I've been living with this issue and just can't pin point the problem.

Car-
1990 tbi
mild cam
single plane low intake
shorty headers
5 speed
7746 ecm - using tunerpro

I can drive the car cold/warm/op temp and between shifts it fall to 1k rpm - which I like. As I speed up, 30-40 mph, if I place into neutral - it revs to 1500-1700rpm until I come to a stop. Once stopped, 1-2 seconds later, drops to 800-900rpm(as where I have target idle set). If I'm on the highway, exit and coast @ 70mph, it holds to 1700rpm, then slowly falls to 1500rpm and holds until I stop. Any clues, suggestions would be much appreciated.

I lowered it all the way down, and it still does it.

Which ECM? The stock '8746 or the '7747?

I'm using the 8746. I drove it watching the idle counts and realized I had it set way too high for engine temp. After lowering it, the throttle follower worked. Thank you sir - without seeing that I would be chasing my tail for another week.
