Anyone familiar with the AXFF PROM?

Hey everyone I'm a noob to the forum. I've ended up here so many times with my technical questions I figured it was time to join. A great community. As you might guess from my name I'm running B bodies with 16136965 ECM. I've got a couple PROMs for my ride but can't find anything about the one I pulled form an old 9C1 optioned municipal Caprice I also took the rear end from. The BCC is AXFF and I can't find any info about it. I also have a BATJ and I'm not sure what Ive got in my car at the moment. Basically I just want to know if the AXFF PROM is any kind of upgrade to go with the new gears.

Well too bad I don't have a chip reader or I'd post this cal for you guys. I noticed that allot of police cal chips have a fuel cut at 130. I'm new but I'm guessing this is the speed limiter. I would like to have the higher top speed and possibly more aggressive spark and fuel maps. Maybe it would be best to get a hypertech chip perhaps, any thoughts? Are they any good? I don't think I've got the skill or cash right now for custom burning.
