Re: Which one to start with

Both have their benefits and drawbacks.

The EBL will require you to re-pin the ECM, assuming that this is for the 1986 Z28 that you have listed under your name. It has plenty of support and many options that will aloow for changes down the road, fairly easily, depending on whether a hardware change is need or not to add the new functionality.
If there is a hardware problem ( I haven't heard of one in an EBL installation, but these are electronics, and the base ECM used is still decades old), you will have some time with a soldering iron to swap the daughter boards.

The APU1 will be able to work with your current ECM, but will require a MEMCAL adapter. You can change from the $32 code that you have now to $6E, that was used in 1989 and more support for tuning information. If there is a hardware failure here, you simply swap the ECM, and MEMCAL(adapter) to the replacement ECM.

There is the option of the P4 EBL, but that will also require re-pinning the ECM connectors and changing out the MAF for a MAP and IAT/MAT sensors.

Yes I have a 165 ECM and am using a $6e code chip with a custom tune by pcmforless......but I feel I am leaving a lot on the table.....I have been reading on this site but I don't think I will fully grasp the info without being in those steps

Yes, a lot makes sense once you actually start tuning.
