Pushing pedal to start cold, ebl tpi

Ive tried searching, but only gathered info on tbi stuff, which may use the same table. Anyway i assume that the problem is iac related. When i start the car cold i have to push the gas slightly hold it, then as warming up slowly release and it idles on its own. When up to operating temperature it starts without help. If this has been covered just give me an idea what to search for. Thanks

Make sure that on a warm engine and no additional loads that that IAC steps are in the 20 30 range. If not adjust this first.

The IAC position at key-on for cranking is from this table (versus CTS):
