VE tables maxed out? Help

Engine: 383 HSR Profiler heads
Transmission: 700R4
VE tables maxed out? Help
Im tuning my 383 58mm TB
210cc profiler heads (10:1)
COMP XR276HR-12
30lb injectors
Currently im working on my VE tables and somthing weird is going on..
By 3600rpm and 80kpa im maxing out my VE tables (99.61%) and it seems to want more
Is this normal? Do i combat this with PE? Are my injectors to small?
Please help!

If the injector duty cycle is under 86% then decrease the injector flow rate constant. If the DC is over 85% then either the fuel delivery is dropping off or the injectors are too small.
